India clarified on Saturday that the 18 Indian companies recently sanctioned by the U.S. for exporting electronic and engineering goods to Russia have not violated any Indian laws. The sanctions were imposed as part of a larger move by the U.S. Treasury and State Departments on October 30, targeting nearly 400 entities worldwide for allegedly supporting Russia’s operations in Ukraine.
According to official statements, most Indian firms sanctioned were involved in exporting electronic, aviation, and dual-use components to Russia. However, India’s Ministry of External Affairs spokesperson Randhir Jaiswal emphasized that none of the transactions breached Indian laws. "Our understanding is that the sanctioned transactions and companies are not in violation of Indian laws,” Jaiswal told reporters, adding that discussions with U.S. authorities are ongoing for further clarification.
To ensure compliance with global regulations, the Indian government is actively holding outreach programs on trade and export controls for local companies. Indian firms are being briefed on the new international measures that could affect their operations, especially under India’s commitment to non-proliferation treaties.
India has a “robust legal and regulatory framework” and is a member of key export control regimes such as the Wassenaar Arrangement, Australia Group, and the Missile Technology Control Regime (MTCR), Jaiswal explained. Each regime aims to prevent the spread of potentially dangerous goods and technologies, ensuring that trade does not contribute to military capabilities elsewhere. The country also enforces relevant U.N. Security Council sanctions and Resolution 1540.
The recent U.S. sanctions list includes firms from multiple countries, including China, Kazakhstan, Kyrgyzstan, and Malaysia, accused of supplying goods to Russia to bypass prior sanctions. This move aims to curb “sanctions evasion” and to disrupt the flow of dual-use goods that could potentially aid Russia’s military activities.
According to U.S. authorities, the sanctioned Indian companies had sent thousands of shipments of various dual-use items to Russia between 2022 and 2024. India maintains that all transactions were conducted in line with its regulations and continues to work closely with international partners to address any concerns.
