J&K Prepares for Historic Assembly Session, National Conference to Lead Resolution on Article 370
Jammu and Kashmir is set to witness its first Assembly session in six years on November 4, marking a crucial moment after the region’s transition from statehood to Union Territory. All eyes are on the National Conference (NC) and its resolution on Article 370, which promises to spark intense debates.

Ahead of the session, NC leader and Chief Minister Omar Abdullah chaired a meeting in Srinagar with alliance partners, including Congress MLAs, to devise a strategy for the Assembly. “We held a meeting with our legislators to build a unified approach to address the people’s concerns,” Abdullah said.

At the center of attention is the NC's proposed resolution on Article 370, intended to protest the central government’s August 5, 2019, decision to revoke Jammu and Kashmir's special status and divide it into two Union Territories. If the NC doesn't bring forward the resolution, regional opposition parties like the PDP and J&K Peoples Conference are expected to challenge them on this key issue. Abdullah had promised to raise the Article 370 resolution in the Assembly’s very first session, and with 55 MLAs in the 90-member Assembly, the NC holds a strong position.

Lieutenant Governor (L-G) Manoj Sinha’s address is also a focal point of the session, as it will highlight the government's policy and approach. However, if the L-G’s address conflicts with the elected local government’s policies, it may lead to friction between the L-G and the Chief Minister.

In addition to the L-G’s address, the Assembly will elect a Speaker. Senior NC leader Abdul Rahim Rather is the frontrunner for the position, while the BJP, which holds 28 seats, has proposed Dr. Narender Singh as Deputy Speaker. BJP leader Sunil Sharma has been named as the Leader of the Opposition, thanking the party leadership for entrusting him with the role.

The Assembly session will run from November 4 to November 8, with significant discussions expected on the L-G's address and a Motion of Thanks on November 6 and 7. Obituary references for former legislators who have passed since the last Assembly session will also be part of the proceedings.
